Wouldn't access to an additional router constitute a TFTP/IOS software on
hand? If the customer didn't squeeze the image, can't you just undelete it?

well, no need to even be in rommon mode on the router. Assuming he just
erased the flash (and it wasn't a run from flash router), then you may be
able to just do it from priv exec mode. Your approach seems like the
logical solution to the problem.
