That depends. :)

E&M is a type of signalling, not really anything to do with the nature of
how many phone calls something can accept.

You may use it to set up a DID line, which means you can accept multiple
incoming phone numbers to your line, but at any one point in time, if it's a
DS0, you can still only deal with ONE phone call at once.

If you are using a T-1 with E&M signalling, you can have up to 24 channels
at that point, so 24 simultaneous phone calls.
