I am running IOS 12.0(18) and I entered this command and this is what I
received:

r1(config-router)#area 0 range 192.168.21.0 255.255.0.0
% OSPF: Inconsistent address/mask 192.168.21.0/16 for area range

Looks like no.

I didn't try it yet and won't get a chance till next week, but what does

do?

In other words, how is it different from 192.42.110.0 255.255.255.0

What would the summary look like to routers on the other side of the
ABR?
