I've posted this before but its cheaper to pickup a small PBX with 2 ISDN
interfaces than an ISDN simulator.

There is a cheap ISDN simulator available brand new for $1500. It has
(2) S/T BRI interface types and uses ISDN switch-type basic-net3 with no
spids.
