My AGS was displaying similar symptoms yesterday. I wiped the config and
rebuilt it, leaving the interfaces shut down all the while. Then I wiped
the interface configs on the other routers. Then I did a no shut on the
AGS Serial interfaces and reconfigured the other routers and everything
worked fine.
Somehow, I had originally configured the wrong DLCIs on the route
statements and the switch never seemed to sync up until I did this.
