You are missing the "dialer map snapshot" command that tells snapshot
routing who to call for updates. I know you can't use dialer map with
dialer interface, but maybe after you issue the snapshot command you can
issue a dialer map snapshot command.

Second scan, I thought snapshot is good for distance vector routing. I
never tried with OSPF, if you like to try with ospf how are you going to
suppress hellos. You may try ip ospf demand circuit but as I said before
this might not work at all with snapshot routing.
