Adjust the ip ospf cost on the ISDN interfaces so that BGP doesn't use the
isdn link to route packets when your primary link is up.

How about setting the keepalive timer so large that it kind of overcomes
your problem?

You would have to consider other BGP peers that are associated with the BGP
speakers that a sending keepalives over the ISDN.
