IBGP relationships depend on the IGP to help them form. In this case, I
assume you are using the static to provide this. I'm not sure but I don't
think the static will work unless it is a somewhat specific static.
ie ip route 10.10.10.0 255.255.255.0 11.11.11.2.
Try a more specific static and use next hop instead of outgoing interface
and see it that helps.
