Hmm... think about what causes encap failures in frame-relay. Hint: CLNS is
directly mapped to layer 2. IP is fine, but does ISIS use IP?

I had similar problem with one of my labs. You may want to make sure that
the frame relay interface types match on both ends of the circuit. As this
will cause ISIS hello mis-match.
