(again, somewhat of a guess, sorry) something to do with operating system
theory ~= IOS is (or was originally) nonpre-emptive, each task runs to
completion based on its priority. so this command puts a limit on how long one
proc can hog the cpu, an analogy might be custom Qing vs priority Qing (except
we are talking about the cpu vs bw)
