The summary-address command only works when you have external OSPF
routes you want summarized (i.e. redistribution from another routing
source into OSPF). If you want to summarize internal OSPF routes you
need to use the area range command but this will only work between OSPF
areas on an ABR. Summary-address command is used on an ASBR.
