Number 3 is definitely true. MRTG is a very popular bandwidth utilization
tool and it uses the "bandwidth" statement for calculating the usage as a
percentage of the available bandwidth.

Note that the bandwidth statement doesn't affect the data passed in response
to an SMNP poll, but the configured bandwidth itself can be polled and used
as a parameter by the external bandwidth monitoring tool.
