When you set the terminal escape character you are doing it for inbound
sessions. For example:

line vty 0 4
escape-character 1

will set the escape character to <ctrl>-a for inbound telnet. Try setting
the desired escape character on the destination router instead.

I intend to change the default escape character for
telnet session to ctrl-w (ascii number 23) but after
configuring terminal escape 23 at the privilege and
launching a tenlet session, I get stuck and never get
back using the key stroke combination

ctrl+shift+6, w (or even x)

I am doing this on 2501 with 11.3 IOS (..if it's an
IOS issue but I doubt it).

Can anyone help out?
