The interface does not have a physical MAC address (BIA=Burned-In Address)
assigned to it. The router will assign a MAC address semi-randomly and
typically will give a warning "Make sure this is unique" when the interface
is first created.

You'll see this on logical interfaces such as BVIs that are not associated
with physical hardware.
