I've had the same problem. I am using IOS 12.0.17.
In the following topology
R1------R2-----R3
If I configure a static SAP on R1 and want to filter it on R2 such that it
does not propagate to R3 I am unable to do it.
I have tried using both ipx output-sap-filter as well distribute-sap-list
out. It seems not to work.
Has anybody else encountered a similar problem?

I tried to use distribute-sap-list out under ipx eigrp. Unfortunately, it
didn't work. Not sure if it's because of ios version. I tried on 12.0.14.
