I have similar experience with that of Roberto's. After I have configured
the authentication in both side, the problem gone.
In my test, I used "pap" authentication. However, I do have a question about
pap authentication. According to cisco's documentation, only the caller
needs have "ppp pap sent-username xxx" configured. In my test, I must
configure this statement in the called party too to make it work. Can anyone
offer some insights?

I had the same problem today with the Teltone simulator. I checked caller
ID on the simulator and I was able to ping the remote router OK. I am only
seeing enc fail on interfaces that have the other side in the down state.
Not on the Bri ports at all

My experience has been that v12.0 and higher have tighter security on ISDN
dialup, but in some inconsistent ways.

In particular, with v12.0 I found that using dialer-maps requires ppp
authentication, but using dialer profiles with a dialer string does not
require ppp authentication. Robert, if you do not want to authenticate with
ppp, try using dialer profiles and a dialer string on the calling router.
