nssa route summary

Hello group,

I have routes in nssa area which I want to summary when it goes to area 0
So I use "summary-address 11.0.0.0 255.255.255.0" in nssa ABR

It looks work, since from show ip route:
     11.0.0.0/8 is variably subnetted, 5 subnets, 2 masks
O N1 11.3.0.0/16 [110/21] via 11.1.1.6, 00:00:18, Ethernet0/0
O N1 11.2.0.0/16 [110/21] via 11.1.1.6, 00:00:18, Ethernet0/0
C 11.1.0.0/16 is directly connected, Ethernet0/0
O 11.0.0.0/8 is a summary, 00:00:07, Null0
O N1 11.4.0.0/16 [110/21] via 11.1.1.6, 00:00:18, Ethernet0/0

The funny thing is when I reload all the router (include the nssa ABR), the
summary dissappear!!
     11.0.0.0/16 is subnetted, 4 subnets
O N1 11.3.0.0 [110/21] via 11.1.1.6, 00:02:57, Ethernet0/0
O N1 11.2.0.0 [110/21] via 11.1.1.6, 00:02:57, Ethernet0/0
C 11.1.0.0 is directly connected, Ethernet0/0
O N1 11.4.0.0 [110/21] via 11.1.1.6, 00:02:57, Ethernet0/0

The only way to solve the problem is by disable the summarization and then
enable it again
( no summary-address and then type the summary-address command again), then
the summary will show up again.
But the problem will come if I reload the nssa ABR router.

Isn't that weird? Or maybe there is another way to summary nssa routes?
