Problem with BGP Peer Groups -- update

I just found out what the problem was with my configuration.

The command did not work when I configured an outgoing filter list for a
neighbor in a peer-group. However, as shown in the book, the command does
work for incoming filter lists.

I am not sure why this is the case. Is there a reason for why Cisco
programmed this into their IOS? Is it reasonable to allow more specific
incoming prefix/filter lists, but not to allow more specific outgoing
prefix/filter lists?

Does anyone have a theory as to why this is?
