Decide on a time interval, maybe 1 second, and this is the granularity you want
in the custom queueing. The interval needs to be less than the timeout
sensitivity of any of the protocols. 1sec is really long for VOIP and would
cause a problem under load, you would want to use 125ms. How many bytes can be
sent in that time interval at 100% util? Then set the byte counts per protocol
as a percent of the total, with all adding up to 100%. I like to think of this
as being like TDM muxing.
