I've not yet read all 158 emails, but this is how I would do it...

IF you have routers on each end of the Microwave link, (possibly the
same routers that the T1 terminates into), then you could simply set the
delay on the T1 interface sufficiently high (say 60000) or so, which
would cause EIGRP to prefer the Microwave link, except for when it is
not there.
