The next generation TACACS protocol is called TACACS+. Cisco offers a
developer's kit which implements the TACACS+ protocol as well as binaries
for several platforms. Current versions are available at ftp-eng.cisco.com
in the /pub/tacacs directory via anonymous login.

Works under Linux with a bit of modification Fine!!
