Someone can correct me if I am wrong here, but I think the Windows 95 boxes
are incapable of performing SRB...that may be your problem.
Here is an old post someone sent out (that I am using right now to test
DLSW) that does not involve any pcs and is very easy to set up:
To test a DLSw connection you brought up (could be RSRB as well)
(ie to see some real stuff going through)
you can use the following setup.

R1(HOST)--t/r--R2--DLSw--R3--t/r--R4(PU)
In the above topology R2 and R3 are dlsw peers.
R4 is trying to connect to R1 using LLC2 as
as its transport for SNA..
You can replace the tokenrings with ethernets,
and leave the below config untouched
If you change only one side do not forget the bitswapping :
