Normally, you would use the classful network. Even if you type in 10.1.1.0,
when you check your running config, it will show you 10.0.0.0.
In 12.0(4)T, they added the ability to specifiy the mask on the network
statement for EIGRP. It is optional, and mostly just saves you the hassle
of entering passive-interfaces everywhere.
