NBMA Question on OSPF

Hi;

   I was trying to working out an simple NBMA network scenario. It is a relati
ve simple environment, but I could not figure out why my 2 spoke can not establ
ish adjacency, able to ping every interface.

Hub Router cofiguration,
Router 1
interface serial 0.1 multipoint
ip address 172.16.1.3
frame-relay interface-dlci 102
frame-relay interface-dlci 103

router ospf 1
network 172.16.1.0 0.0.0.255 area 0
neighbor 172.16.1.1
neighbor 172.16.1.2

Router 2 (Spoke 1)
interface serial 0
ip address 172.16.1.1
encapsulation frame-relay
frame-map ip 172.16.1.3 201
frame-map ip 172.16.1.2 201

router ospf 1
network 172.16.1.0 0.0.0.255 area 0
neighbor 172.16.1.3 priority 10
neighbor 172.16.1.2

Router 3 (Spoke 2)
interface serial 0
ip address 172.16.1.2
encapsulation frame-relay
frame-map ip 172.16.1.3 301
frame-map ip 172.16.1.1 301

I do not know it's valid configuration for ospf or not.

Any advice welcome
