If you configure either type (cisco or ietf) on the main serial interface,
that becomes the default for all subinterfaces and/or all DLCI's. Placing
the command on the DLCI statement, would then override it for that
particular DLCI.

IF you run IETF on a cisco box, you can correctly receive, interpret and
respond to Cisco encapsulation. If you are set for Cisco, and someone talks
IETF to you, you won't get it.

So that's why some people always run IETF.

Can someone explain the following questions to me

1) In serial interface config mode
        encapsulation frame-relay cisco | ietf

                   Is "ietf" used to connect to a non-cisco router

2) frame-relay map ip X.X.X.X DLCINo broadcast cisco | ietf

When would I use "ietf" or "cisco" in the map statement?
Is it related to the frame relay encapsulation type?
