Zeng,

icanreach command tell your peers about your supported SAPs so that remote
peers only send connection request to the SAPs you state in the "icanreach"
command.
remote-peer lsap-output-list allow or deny SAPs from leaving the local
router according to access-list 2xx.

Which one to use depends on the situation. For example , use icanreach SAP
at central site to control access from all remote sites. Use
lsap-output-list to filter SAPs to a particular remote-site.
