When I configure my termserver to allow reverse telnet to async lines 1-16,
I typically set up a host list like:

ip host r1 2001 1.1.1.1
ip host r2 2002 1.1.1.1

The TCP port 2001 is 2000 + <line #> so, line 15 would be port 2015. Since
it sounds like you have a port on the Internet that has an IP on the term
server, you can telnet to the external IP on port 2015 to get line 15.
