Looks like downloading an image to flash won't do any good.
I think the boot helper image is in one of those ROM chips mentioned below.

You probably can't get access to IOS without a SmartNET contract, so if you
have one, just open up a case with the TAC, tell them you can't find it, and
maybe they'll send it to you.
I also noticed in the doc that you require a ROM upgrade as well, did you
already get the new ROM chip?
