You need to have the command ppp quality percentage on that interface. This
will start the LQM or Link Quality Monitor for that interface.
If the link quality percentage is not maintained, the link is deemed to be
of poor quality and is taken down. LQM implements a time lag so that the
link does not bounce up and down.
So you would need the command:
ppp quality 90
