Sounds like ipcp is not negotiated. Here an example of what may happen.
If interfaces are shut down then you change your encap to ppp then bring
up the interfaces with one side or both sides with out ip addresses then
ipcp will not negotiate. Hence you will not be able to ping. Now, if
after ppp has already negotiated without ipcp and you then add an ip
address on the interface, I think it may depend on the IOS but it may
try to renegotiate ppp so that it can negotiate ipcp. I have seen both
ways. So what I would do is if you add any layer three protocol whether
it be ip, ipx, etc. clear the connection and allow it to restablish. Then
do a show interface to make sure that your layer 3 negotiated (ie ipcp).

Configure the same clock rate on both sides and the link should be up. For
HDLC, you only need clock rate from the DCE side. For PPP, you need it on
both sides.

I have some problem with ppp encapsultion on Serial line in my Router..
When I use HDLC , there was no problem but after I changed encapsultion
mode to PPP ..I have following problems...

1. sometimes link was down ..so couldn't ping between neighbor routers
: change encap mode from PPP to HDLC ..it work fine and after I can
ping.. change again to PPP. Neighbor router can ping each other.

2. There is 32bit mask network like (C 133.2.50.6/32...<<- R6's serial
ip.) in my R5's Routing Table

(R5)133.2.50.5[s1] -------ppp-----------[s1] 133.2.50.6 (R6)

3. when I configure IPX networking...disconnect problem again...

Do you have any recommand with PPP encapsulation on Serial Line ?

I just use "encapsultion ppp " command in my serial interface.
