My understanding is that Dialer watch works well with any "dynamic" routing
protocols.
And it is triggered by routing table update events of one of watched routes.
Then it is checked if none of watched routes is up, which will bring up a
secondary link.

You can confirm this by "debug ip routing" and "debug dialer".
