Be aware that if your emulation is DMS-100 you will need to change the
SPID's to terminate with "00" or "01" ... I have a Black Box ISDN simulator
set as DMS-100 and my SPID's work ok ... please issue a deb for : q921,
q931, dialer ... then post and we'll take a further look

 I made the ISDN connection one-way so that R4 dials R3 and R3 does not
initiate a connection. The problem is still around. I still don't know what

Can you post a sh isdn stat and a debug isdn q921? They may help.
