In defense of the question:
Here in Wisconsin most ISDN lines are charged on a per call basis and not on
a per minute basis - dependant on what telco ladders are crossed. For
companies that are using ISDN for WAN links or Internet connections the
preferred chioce is to keep the line up - resulting in only one call ever
being placed. The telcos sometimes get a bit upset about it but they're
adults - they shouldnt make the contract the way they do if they don't want
people to exploit it.

But in case you are testing this in a lab, which I hope you are $$$$$$, you
can allow any kind of traffic to bring up the interface such as distance
routing protocols updates or OSPF hello' etc............

How do you keep an isdn line up permanently? The highest you can set the
dialer idle-timeout is 2147483.
