I believe the problem here is 192.168.2.0 is not the correct network for
that mask. Whenever you specify a network and mask in this type of scenario,
the router is "expecting" zeros in all the "don't care" bits. Just like:
r4(config)#ip route 172.16.3.0 255.255.0.0 24.147.225.1
%Inconsistent address and mask
r4(config)#ip route 172.16.0.0 255.255.0.0 24.147.225.1
r4(config)#
Here the "3" is throwing the router off because it doesn't really make
sense - there are non-zeros in the "don't care" bits. Likewise you should
not be using:
network 192.168.2.0 0.0.6.255 area 0
but rather:
network 192.168.0.0 0.0.6.255 area 0
Try the latter...I think it should work, but I'd be interested to know for
sure.

This is not correct.
There is a requirement that the ones be contiguous in a subnet mask but
not a requirement in an inverse mask such as this. The 0.0.6.255 is a
somewhat more sophisticated and more efficient solution, and it would
work. The original question asked how to combine network statements
for network 2 and network 4 in an OSPF network statement. Any solution
that combines into fewer statements will include some excess networks.
The .6 mask will include 2 excell networks (0 and 6) while the 7 mask
will include 6 excess networks (0,1,3,5,6,7). Both solutions are valid.
One is slightly optimized.
