Blocked port jump to listening ->learning(15s);
                                 learning->forwarding(15s);

Yes if you change the timers on root this will be propagated to all other switc
hes by
BPDUs, and only this timers's value is used by SPT. Other non-root bridge's ti
mers will
be used only when the bridge became root bridge next time(Perhaps topology chan
ge).
