STP Load Balancing

Hi all,

Trying to do STP with load balancing. I've got 3 cat 5k switches setup like
top left part of the figure 7-19 on page 242 of Kennedy Clark's Cisco LAN
Switching book. Basically 3 cats in a triangle. Cat's got IOS 4.5(1) &
4.5(8). The problem is when trying to execute the set spantree portvlancost
command I get error:

CatC (enable) set spantree portvlancost 2/1 cost 1000 3
The portvlancost must be less than the port cost, 19, for port 2/1.
CatB (enable)

I've tried this on all switches but get same issue. Is this a bug? I know I
should get a better code but...
