OT - Can anyone suggest a cheap or free low-end SNMP manager?

Anyone,

       Sorry about the OT post, but does anyone know of a cheap or free SNMP
manager that runs on NT server or WS? Possibly something that has email or
pager notification? The only function I really need is for a single router
(a 3640) to notify an Admin when a DDR interface comes up. The customer
doesn't want to find out via a phone bill that their frame T1 failed and 9
remote locations were simultaneously dialed in for 4 days straight! Please
email me off line if you know of something.
