Check to see if one end has "No keepalive" set.

Also, on a production network, determine if your carrier is providing
network clock. If so, both WIC-T1-CSUs want to recover clock from the
network, which is default. If not, one (and only one) should supply
internal clock to the link. It doesn't matter which end supplies it.
Telcos are funny about this, sometimes they clock a point-to-point link
and sometimes they don't. And good luck finding someone who will even
understand the question, let alone know the answer.

In interface configuration mode:
  service-module t1 clock source internal

on one end of the link.
