The 'Pro' version of the product line was limited in what it could do, and
how it could be upgraded. (This was Cisco's intro to the retail market.)
The limitation was controlled by a cookie which identified the product and
license type in fiirmware. This is how Cisco could control what was loaded
on each router. The original plan was you would buy the IOS (with cookie)
on a flash card. This was inserted into the router and the license would be
transferred to the firmware and flash.

I haven't upgraded the IOS on a Pro product myself, but what you describe
sounds familiar.... Upgrade the IOS, and it either hangs, or fails to load
after the reboot.

First step, I believe you need a boot rom that is version 10.2(7a) or
higher.

If you don't have access to CCO's IOS software area, the RSL is included
with the retail software feature packs. I believe you can order part
CD25-C-12.0.7 (which is the IP only feature set) for about $15.

The RSL updates the cookie to allow "Enterprise" features to be loaded on
the Pro product.
