I think the issue is that IS-IS doesn't have the 'tweaks'
for setting network types that OSPF does. (*Thank you ECP-1*).
Thus the interface must be either point to point or multipoint
in order for this to operate.
(If you need to run IS-IS across a link that's in this category,
use a tunnel)
