ATM: Bandwidth command

I am interested in thought on:

What should the bandwidth command be, for a given SCR/PCR. Why I am asking
this is because atm bit rate is higher that actual data carried. And take
the thought further, what do we do specified service is say ubr.

This question is only LAB specific. Because if we provided with SCR/PCR, and
we are running eigrp or ospf over the link, we will need put bandwidth
command accurately.

May be it does no matter as long as band width is same on both ends.
