Proxy arp delay ?

Is there a way to increase the time before a router responds with a proxy
arp ? I have 2 routers on the lan and the workstations have the default
gateways pointing to themselves to create the flat switched network and use
proxy arp for getting out of the lan...However the router i'd like to
respond first is not the one actually responding first ..so looking for some
knobs to tune this ...Any interface delays on the ethernet also would
help..sounds crazy ...But its interesting ..
