Oscar,

There are several things that may be causing this. Remember, that the
demand circuit will come up every time there is a change in the link state
database, which in most cases will be caused by routers that have learned
of the demand circuit network, and then send an update when the network
goes down, ie; generating LSA packets. Also, make sure that all OSPF
routers in the area are aware that this network is a demand circuit, ie;
they have the route as DNA in the database. Most of the time though this is
due to a redistribution problem.
A handy hidden command that helps pinpoint LSA changes is 'debug ip ospf
monitor'
