A little while back Les Hardin pointed people at this great cco link when an
NSSA question came up.
Its a great read and answers this question and many others...

Subject: summary address prefix mask [not advertise]
Hi,
Anybody have used the tag "not advertise " for the command summary address?
If I understand OK, and I have tried it is:
(Optional) Used to suppress routes that match the prefix/mask pair. This
keyword applies to OSPF only.
I can't imagine the use of this tag, in wich scenario we need to define
a summary if we are not going to propagate it?
Thanks
