If you're using the entire BRI interface (as opposed to a dialer), then that
would be correct.
When you do "backup interface xxx", it places whatever interface that is
into an off-line/standby mode. If you are a BRI line, there the D-channel
is expected to be always up, this isn't a good thing to do. Putting it in
standby ceases communication with the ISDN switch, so when you do a "show
isdn status", you see it deactivated.
If you use a dialer interface, the logical one will be in standby mode, and
the BRI will still be up/up!

to cause layer 1 on the ISDN to transition to DEACTIVATED?
As soon as I take off the backup command, the isdn returns to normal layer
1,2 status.
switch type is 5ess.
