No. The ppp multilink command allows your b-channels to be "bonded". The
dialer-load threshold command specifies at what time to bring up the
second/multiple b-channels. Dialer-load threshold 1 either says to bring up
the second channel when the link is loaded with a value of 1(seen with show
int), essentially, when any traffic is present on the link. The either
keyword specifies the traffic can be either inbound or outbound. Also, if
your traffic falls below the specified load, it will disconnect the
additional call that has been made.
