I am not an ISIS expert, but here is what I understand:
R2 and R3 should be level 2 routers in order to exchange routing
information. As far as I understand, they could also be specified as both
level 1 and 2. R1 and R4 should be level 1 routers and communicate with
each L2 in their respective area. In ISIS there is no backbone defined, so
that is one more thing you don't have to worry about. Try running some
debugs and make sure the routers are setting up neighbor relationships.
