it is not ip classless. Here is my explaination
When specifying 203.250.15.2 255.255.255.252 we are using the 1st subnet
(the zero subnet). Now this is normally not allowed but Cisco has a command
to config it & then allows it. Command is "ip subnet-zero" ie. allow 0
subnet to be used.
ISDN(config)#ip subnet-zero
ISDN(config)#int s0
ISDN(config-if)#ip address 203.250.15.2 255.255.255.252
ISDN(config-if)#exit
ISDN(config)#no ip subnet-zero
ISDN(config)#int s0
ISDN(config-if)#ip address 203.250.15.2 255.255.255.252
Bad mask /30 for address 203.250.15.2
ISDN(config-if)#

Trying to configure ip address 203.250.15.2 255.255.255.252 on a serial
interface of 2501 IOS 11.2 gives error message "bad mask /30...." I seem to
recall having to configure a command to allow this on old IOS. Can someone
point me in the right direction please
