ATM Back-to-Back

Hay Guys:
        Trying to get atm up and running back-to-back. I have it
working between a 3640 and a 2621. Now trying the same thing between
two 4500 routers. Once ATM interface is listed as up/up but the other
is listed as down/down. That confuses me right off the bat since they
are wired back to back. How can one side of the same link be up/up and
the other side be down/down?

Here is the interface configurations for both routers. Can you see
anything wrong?

R4500-1#sh run int atm 0

The atm pvc 1 0 5 qsaal should not be needed. I am not running it on
the 3640/2621 combination but I thought I would try it just to see if it
would make a difference. It did not.
