It's hard for me to imagine a CCIE that doesn't have his/her name attached
to at least ONE service contract, so I imagine that this rarely happens.

Being a CCIE only gives you a few things extra on CCO, and those are
outlined in the congrats email you get from the ccie team. Open Forum,
CCIE Store...

I am 99.99% sure that you need to have a SmartNet service contract to
download code. Period.
